Sandwell Metropolitan Borough Council (the Council) provides a Home Library Service to customers who cannot visit a library.

The service has been in operation for many years. However, there is a wish to outsource the delivery part of the operation of the Home Library Service.

    No TUPE will be involved.

The Home Library Service delivers a range of materials directly to residents of any age who, because of illness, disability or frailty, are unable to visit their local library. The service is also available to carers who have difficulty accessing the library service due to their caring responsibilities. Currently, it forms part of the Outreach Library Service (OLS), based at Central Library, West Bromwich. Home Library Service staff prepare the items for service users and deliver directly to them. This is a free service.

The Council will be using the In-tend e-Tendering System for this Procurement exercise, please visit https://in-tendhost.co.uk/sandwellmbc to access the Sandwell MBC In-tend Supplier Portal.

From here you will be able to register your company, express an interest in the opportunity, and gain immediate access to Quotation or other related documents.

To submit a quotation you will be required to “Opt In”.

For a Step by Step user guide to the Sandwell MBC In-tend Supplier Portal please click on the `Guidance for Suppliers` section of the website. All procurement responses must be carried out via the Sandwell MBC In-tend Supplier Portal.

If you require further assistance in respect of the system please contact the In-tend support team on 0844 272 8810.
